I only hit down to clear a line in emergency situations, example: Health getting low and I decide I dont wanna kick dirt, I hit down and it prompts me for if I know what I just did and if I want to do it for sure.

Is there a way to get rid of that so when I need to flee instead of kick dirt I can do it quicker?

Do you mean the prompt where it asks "are you sure you want to replace XYZ with ABC?" That's in the input options, if I remember correctly.

Game > Configure > Commands
Then push "Keyboard Preferences"
Commands is under Input, if youre manuevering via the tree view.

If you uncheck "Confirm before.. yadda yadda" you wont get that message.

That wont work if you have used your arrow keys to scroll up (as down will go backwards in the history) so you might also want to check the "escape deletes typing" so no matter where you are in your command history, you can erase it.
