Is there a way to compile under windows while the mud is running and just hotboot for the new exe to take effect?

Assuming you have the hot boot working, I think what you want is to copy the .exe file as something else (eg. smaug_running.exe) and run that, then you can compile smaug.exe, and when it is time to hot boot, just copy smaug.exe to smaug_running.exe again.
