I know about EnableTriggerGroup() and DeleteTriggerGroup(), but is there a CreateTriggerGroup() function? Or at least a way to group triggers together?

I believe what you're looking for is:
SetTriggerOption("<trigger name>", "group", "<group you want this trigger to belong to>")
