| At Cygwin's website it offers a version of cygwin to download and I don't think it includes a compiler because the command 'make' does not exist.
How can I get a version that can actually compile?

Other people recently have had trouble finding 'make', this thread discusses it and has a screenshot of the Cygwin install process.
I assure you that Cygwin, when fully installed, includes a compiler (gcc) and 'make'.
