Char.Name is a special GMCP message sent by some IRE games upon logging in (and only at this time). I've noticed that if I use diku-style log in, I do not seem to receive this message properly at all. However, if I log in manually, it is received just fine.

I wasn't sure which forum to put it in, but I felt like this might be the right place before assuming it is a bug.

My GMCP plugin is very simple and standard, though if needed, I can provide the file.

There could be some sort of race condition. The GMCP activation might have taken place too late, too early, or something. Perhaps post the plugin.
