1. Fixed bug where the OnPluginGetFocus and OnPluginLoseFocus callbacks would not always be called when they should.
2. Updated Lua DLL from 5.1.2 to 5.1.3.
This fixes various minor bugs in Lua as described here:

3. If MUSHclient fails to load a non-English resources DLL (eg. DE.DLL) then it resets the locale to EN, so that next time you won't get an error message.
