I can't find the commands.dat file. Help

In the SMAUG distribution (not the Area Editor distribution) there is a commands.dat file in the system folder.
SMAUG distribution? I don't really understand...I am really new. Where do I get the "smaug distribution"?
Ok I figured out where the SMAUG distribution was. I successfully located and loaded the commands.dat file. But now when I use the walkthrough feature on Area Editor even when I try to use the commands such as say and help, none of them work. How do I enable the commands?
If you press F1 when using the walkthrough a help screen will open.
