I don't know, and reading the source hasn't helped a great deal.
It isn't obvious what the planes do, although the help file refers to "Astral planes" and "Etheral planes", so I guess it is like a different "type" of area, but that is really a guess.
If anyone else know I would be pleased to hear from them.

Planes are for different planes of existance and is unimplemented in the current release of smaug though it should be included in the next release of smaug.
