Deviation of power cunsumption between datasheet and real world?

Hey Nick Gammon,

first I want to say thank you for the power saving technices research you did, that was very helpful!
I have a question in regards to that thread but I am not sure if it is arduino related. If it is, I am sorry!

Here is my question:
According to the Atmega328P-PU Datasheet (side: 589) the current consumption of the microcontroller should be around 9.5mA (at 16MHz and 5V).
But like you I measured 15mA.

Now Im wondering if this is just a normal deviation (datasheet to real world) or if they turned off anything that I don't know?
