Was a protocol standard published, based on the discussion?

It turned into GMCP (Generic MUD Communication Protocol) which was documented, and then the page lapsed. However a copy of the spec is here:

There is an ATCP plugin that ships with MUSHclient (ATCP was an earlier variant of GMCP which works in a similar way).

There are various links on the page I mention above, which includes GMCP handlers. Aardwolf and the IRE MUDs use that at present to allow things like mappers to work smoothly.
